Back in 1977, Sunday masses were held in the multi-purpose hall of the Elvinda Homeowners’ Association (EVHAI) that was put up in an open space along Melenguas Street. The open space measures four hundred ninety-nine point eight (499.8) square meters. Subject lot was registered on December 30, 1974 in Calamba, Laguna under TCT Number 40386. Since most of the homeowners activities such as raffle, funeral parlor and others were held in the multi-purpose hall, an idea came to mind – to contruct a chapel in the open space. The idea was a brainchild of the women from Elvinda Village, notably – Mrs. Norma Camello, Rosie Dacoco, Julie Chaves, Ester Garcia, Inday Tuya, Marina Uyyan and others.

During his term as President of EVHAI in 1980, Mr. Tony Dacoco requested Mayor Felicisimo F. Vierneza and some municipal councilors that the open space be used by the homeowners for their varied activities. Mayor Vierneza promised to study the request.

This open space was also eyed upon by the Christian Fellowship Organization for their use. Mr. Danny Bernardo, President, offered to pay P20,000 for the lot.

Mayor Vierneza designated a team to look into the activities of the interested groups, the Elvinda Homeowners’ Association and the Christian Fellowship Organization. Ultimately, the municipal government of San Pedro awarded the use of the open space to the Elvinda Homeowners’ Association. The decision was made by Mayor Vierneza after learning, from the team’s report, that not all members of the Christian Fellowship Organization are residents of Elvinda Village.

On February 4, 1980, the ground-breaking ceremony for the construction of the chapel was held. A mass, presided by Rev. Fr. Jerry Bitoon, was celebrated before the ground-breaking. During the mass, there was heavy rainfall and strong wind, so strong that the makeshift altar was torn down. The head of the image of the Blessed Virgin broke, the image of St. Vincent Ferrer fell, and the hand of the Crucified Christ also broke.
Construction of the temporary chapel continued through 1982 and Sunday masses were held there.

In June 1983, Engineer Romulo Gines, President of EVHAI, drew the master plan of the chapel. Funds used in construction came from the villagers’ personal donations and fund-raising activities. In the same year, the chapel was finished through the homeowners’ ‘bayanihan’ efforts.
Additions and improvements to the chapel were done in 1984 through the EVHAI, under the leadership of Mr. Nestor Lopena, President; the Precious Blood of Jesus Charismatic Community, and Mr. and Mrs. Ulysses Lopez. Funds were raised through projects like beauty contest, raffle, bingo, and others.

On May 10, 1986, Rev. Fr. Jerry Bitoon blessed the facade of the chapel, with Mayor Calixto Cataquiz as sponsor.
Meanwhile, the Elvinda Village Pastoral Council of the Laity passed a resolution that requested the municipal government of San Pedro for extension of the chapel lot to include the Napocor easement, covering an area of six hundred thirty (630) square meters. The extension will be used for the construction of a parish funeral parlor and a parking lot. On July 29, 1986, the formal request was sent to Mayor Calixto Cataquiz, through Atty. Rosendo Chaves.

Starting September, 1986, Rev. Fr. Felix Celeste, OSJ and Rev. Fr. Joey Apin, OSJ celebrated mass in the chapel. Following their re-assignment to other parishes, Rev. Fr. Philip Gagatiga, OSJ, took over.
In March 1987, the Contract of Usufruct was signed by OIC Mayor Calixto R. Cataquiz and Atty. Rosendo Chaves, President of Elvinda Village Pastoral Council of the Laity.

On October 17, 1989, the Pastoral Council of the Laity, through Mr. Mar Acuesta, President, wrote Rev. Fr. Ben Pagsuyuin, parish priest of San Pedro Apostol, of its intention to form a parish. Fr. Pagsuyuin approved the request. The formal petition was submitted to Bishop Pedro N. Bantigue of the Diocese of San Pablo on November 7, 1990. The proposed parish will include Elvinda Village, Olivarez Homes, Console XII, Sibulo and Amante. It is bounded in the east by the creek near Pacita Complex II, in the west by Barangay San Vicente and in the north by the National Road, encompassing twenty-five (25) hectares, more or less.

A meeting among the presidents of the villages was called by Mrs. Violeta Bigornia on January 17, 1991. Present in the meeting were Messrs. Dell Dakila (Olivarez Homes), Rodolfo Gallardo + (Elvinda Village), Danilo Estrella (Console XII Subd.) and Rene Jaurigue + (Sibulo I Subd.). Also in attendance was Rev. Fr. Maximo Mañalac, parish priest in Landayan and representative of Bishop Bantigue. In the meeting, Fr. Mañalac explained the duties, responsibilities, and privileges of a parish to the homeowner presidents. After one week, Fr. Mañalac made an ocular visit to the five subdivisions and submitted a report of his visit to Rev. Fr. Emilio Palma, Diocesan Chancellor Secretary of Bishop Pedro N. Bantigue.

The mayor’s permit to construct the convent was issued on February 25, 1991. Finally, the construction of the convent started on March 25, 1991 with funds coming from the proceeds of a raffle, the major prize of which was a car.

On July 16, 1991, South City Homes in Biñan celebrated its ‘fiesta’. Here Bishop Pedro N. Bantigue and Rev. Fr. Sancho Sison, OSJ met and discussed the petition by the Elvinda Village Pastoral Council of the
Laity to establish a parish. In that discussion, Bishop Bantigue and Fr. Sancho both agreed to hold the Canonical Erection of Our Lady of Fatima Parish in Elvinda Village on August 18, 1991.

At ten o’ clock in the morning of August 18, 1991, the Canonical Erection of Our Lady of Fatima Parish was held and so was the installation of Rev. Fr. Sancho Sison, OSJ, Provincial Superior of the Oblates of St. Joseph, as the first parish priest.

Noong 1977, ang Elvinda Homeowners Association ay nakapagpatayo ng isang “multi-purpose” sa isang “open space” sa Phase II malapit sa “basketball court” sa Melenguas Street. Doon ginaganap ang misa tuwing Linggo at ang mga paring nagmimisa ay inaanyayahan mula sa iba’t-ibang parokya. Sa dahilang ang lahat ng aktibidades tulad ng “raffle”, “funeral parlor” at iba pa ay doon ginaganap, napagkasunduan ng mga naninirahan sa Elvinda, sa pangunguna ng mga kababaihang tulad nina Gng. Norma Camello, Rosie Dacoco, Julie Chaves, Ester Garcia, Inday Tuya, Marina Uyyan at iba pa, na magpatayo ng sariling kapilya.

Noong mahalal na Pangulo ng EVAI si G. Tony Dacoco noong 1980, inanyayahan niya si Mayor Felicisimo F. Vierneza at ilang konsehal ng San Pedro sa isang pagtitipon na ginanap sa kanilang tahanan at doon hiniling na ipagkaloob na sa Elvinda Homeowners Association ang “open space” na may sukat na 499.8 metro kuwadrado na nasa Crismor Avenue malapit sa tahanan nina Col. & Mrs. Dioscoro Tuya para tayuan ng kapilya. Nangako naman si Mayor Vierneza na kanyang pag-aaralan ang kahilingang ito.

Nagkataon palang pinagmimithian din ng isang nagngangalang G. Danny Bernardo, Pangulo ng Christian Fellowship Organization ang naturang lote at inalok si Mayor Vierneza ng halagang dalawampung libo (P20,000.00) bilang paunang bayad mapa sa kanila lang ang lote upang tayuan ng kanilang Christian Fellowship Church.

Nagbuo ng isang “team” si Mayor Vierneza upang magsiyasat at nang mapag-alamang ang mga kasapi ng Christian Fellowship Organization ay taga iba’t-ibang lugar, ipinagkaloob sa Elvinda Village Homeowners Association ang lote matapos mapatunayang ang gagamit ay pawang lihitimong taga- Elvinda Village.

Ang “open space” ay naka-rehistro sa Registry Deeds sa Calamba, Laguna sa ilalim ng TCT bilang 40386 noong Disyembre 30, 1974. Ang “Contact of Usufruct” naman ay pinirmahan ni Mayor Calixto R. Cataquiz, Jr., Mayor OIC ng San Pedro at Atty. Rosendo Chaves na noon ay siyang Presidente ng
Elvinda Village Pastoral Council of the Laity noong Marsi 1987.

Noong Pebrero 4, 1980, ginanap ang “ground breaking” bilang pasinaya sa pagtatayo ng kapilya. Ang nagmisa ay si Rev Fr. Jerry Bitoon. Habang nagmimisa, umulan ng napakalakas, kasama ang malakas na hangin. Ang ginawang pansamantalang altar ay nagiba, bumagsak ang Imahen ng Mahal na Birhen kaya naputol ang ulo, nabali ang kamay ni Hesus na nakapako sa krus at ang Imahen ni San Vicente Ferrer ay bumagsak din.

Simula noong 1980 hanggang 1982, ang misa ay doon na ginaganap tuwing Linggo habang unti-unti na pinagagawa ang pansamantalang kapilya. Noong Enero 1983, nahikayat nina Gng. Rosie Dacoco at Norma Camello si Engr. Romulo Gines, Pangulo noon ng Elvinda Homeowners Association na gumawa ng “master plan” ng kapilya sa pamamagitan ng bayanihan, naayos na ang pagpapagawa.

Noong 1984, panahon ng pamumuno ni G. Nestor Lopena bilang Pangulo ng Asosasyon, malaki ang nagawang karagdagan sa kapilya dahil sa mga materyales na nahingi kay Mayor Vierneza. Malaki rin ang naitulong sa pagpapagawa ng Precious Blood of Jesus Charismatic Community na siyang nagpatapos ng “left wing”. Gayundin sina G. at Gng. Ulysses Lopez at mga “fund raising” tulad ng “beauty contest”, “raffle”, “binggo”, at iba pa.
At noong Mayo 10, 1986, binasbasan ni Rev. Fr. Jerry Bitoon ang “facade” na ang sponsor ay si Mayor Calixto Cataquiz.

Noong Hulyo 29, 1986, sinulatan ni Atty. Rosendo Chaves, Pangulo ng Parish Pastoral Council of the Laity, si Mayor Calixto Cataquiz ukol sa resolusyon ng ating Parish Council para sa “extension” ng lote ng kapilya hanggang sa “Napocor easement” upang maipagawa natin ang “funeral parlor” at paradahan ng sasakyan na mayroong 630 metro kuwadrado.

Simula noong Setyembre 1986, ang nagmimisa sa kapilya ay sina Rev. Fr. Felix Celeste, OSJ at Rev. Fr. Joey Apin, OSJ. Ngunit noong madestino sila sa ibang lugar, si Rev. Fr. Philip Gagatiga, OSJ ang pumalit sa kanila.
Bilang pagtupad sa napagkasunduan sa pulong ng PCL, sinulatan ni G. Max Acuesta, bilang Pangulo, si Rev. Fr. Ben Pagsuyuin at pormal naipahayag ang pagnanais na magkaroon ng sariling Parokya noon Oktubre 17, 1989 na kanyang sinang-ayunan.

Noon namang Nobyembre 7, 1990, pormal na isinumite nina Gng. Violeta Bigornia at Josie Baylon kay Monsignor Pedro N. Bantigue, Obispo ng Diyosesis ng San Pablo ang petisyong maging Parokya ng Elvinda Village kasama ang apat na karatig na subdibisyong binubuo ng Olvarez Homes, Console XII, Sibulo at Amante. Ang mga “boundaries” ay sa gawing silangan ay “creek” na malapit sa Pacita Complex II, sa gawing kanluran ay ang Barangay ng San Vicente at sa silangan ay ang “National Road”. Ang kabuuang lawak ay mga dalawampu at limang(25) hektarya.

Pinulong ni Sr. Violeta Bigornia noong Enero 17, 1991 ang lahat ng Pangulo ng subdibisyon sina G. Rodolfo Gallardo + (Elvinda Village), G. Rene Jaurigue + (Sibulo I Subdivision), G. Danilo Estrella (Console XII Subdvision), at G. Dell Dakila (Olivarez Homes) kasama si Rev. Fr. Maximo Mañalac na noon ay Kura-Paroko ng Landayan, na ipinadala ni Msgr. Bantigue upang ipaliwanag ang mga tungkulin, obligasyon, at “privileges” ng isang Parokya. Makalipas ang isang linggo, pinuntahan at tiningnan ni Rev. Mañalac ang limang subdibisyon at isinumite niya ang kanyang ulat kay Rev. Fr. Emilio Palma, Diocesan Chancellor Secretary ni Msgr. Pedro Bantigue.

Noong Pebrero 25, 1991, humingi na si Gng. Violeta Bigornia ng “Mayor’s permit” upang ipagawa na ang kumbento noong Marso 25, 1991. Ang “fund raising” na ginamit sa pagpapagawa ay mula sa pa-“raffle” ng kotse.

Fiesta ng South City Homes noong Hulyo 16, 1991 nang pag-usapan nina Msgr. Pedro Bantigue at Rev. Fr. Sancho Sison, OSJ ang petisyon maging Parokya at napagkasunduan nilang gawin ang “Canonical Erection” ng OUR LADY OF FATIMA PARISH sa Elvinda Village noong Agosto 18, 1991.

At noon ngang Agosto 18, 1991 sa ganap na ika-10:00 ng umaga, ginanap ang “Canonical Erection” ng Parokya at ang “installation” ng unang Kura Paroko na si Rev. Fr. Sancho M. Sison, OSJ na noon ay siyang Probinsyal Superior ng “Oblates of St. Joseph”.
